Individual ID Cardholder Report

The Division of Cannabis Regulation’s (DCR) individual ID cardholder dashboards provided below include data from June 2019 through the current reporting period. This information is updated the first week of each month to reflect data from the previous month.

  • Facility agents are individuals with approved ID cards, that work or volunteer in a licensed marijuana facility. - 19 CSR 100-1.070 (2)(A) 
  • A patient is an individual with a qualifying medical condition that has an approved ID card that allows them to purchase medical marijuana. - 19 CSR 100-1.010 (84) 
  • A caregiver is an individual who is approved by DCR to purchase medical marijuana on behalf of the patient listed on the approved caregiver ID card. - 19 CSR 100-1.010(79)  
  • A patient cultivator is an individual who meets the qualifications to have a patient ID card who is also approved by DCR to grow medical marijuana for their own medical use. – 19 CSR 100-1.040(5)(A) 
  • A certifying physician or nurse practitioner is an individual, verified by DCR, that certifies patients with a qualifying medical condition. - 19 CSR 100-1.010 (76) 
  • A consumer personal cultivator is an individual at least 21 years of age who is approved by DCR to grow their own marijuana for personal use. - 19 CSR 100-1.010 (17)

Total Monthly, Quarterly, and Yearly Cumulative Marijuana Sales

The Division of Cannabis Regulation’s (DCR) sales data dashboard can be found below. Data includes sales from October 2020 through the current reporting period. DCR will update sales data monthly to reflect data from the previous month and update quarterly figures.

Important note: Monthly sales numbers should not be considered final. Numbers may shift due to system reconciliations, such as data processing time, reporting corrections, returns, and refunds.

Transfer History Dashboard

The Division of Cannabis Regulation (DCR) transfers funds from medical marijuana sales tax revenues and fees to the Missouri Veterans Commission per Article XIV, Section 1 of the Missouri Constitution. Similarly, the division transfers funds from adult-use cannabis sales tax revenues and fees to the following three entities per Article XIV, Section 2 of the Missouri Constitution:

  • Missouri Veterans Commission - Health care and other services for military veterans and their dependent families
  • Missouri Public Defender System - Legal assistance for low-income Missourians
  • Department of Health and Senior Services (DHSS) - Substance Use Disorder (SUD) Grant Program

Business Change Application Dashboard

The Division of Cannabis Regulation’s (DCR) business change application data dashboard can be found below. Data included in the dashboard is from Quarter 1, 2022 through the most current reporting period. DCR will update this information quarterly to reflect data from the previous quarter.

Per 19 CSR 100-1.100(2) and 19 CSR 100-1.100(3), marijuana and medical licensees must seek and obtain DCR’s approval before they may:

  • Transfer their license to a different entity with the same ownership - 19 CSR 100-1.100(2)(A) and 19 CSR 100-1.100(3)(A);
  • Make any changes that would result in an individual becoming an owner of the licensed entity who was not previously an owner (marijuana licensees only) - 19 CSR 100-1.100(2)(B);
  • Make any changes that would result in an overall change in ownership interests of fifty percent (50%) or more from the last approved ownership of the licensee - 19 CSR 100-1.100(2)(C) and 19 CSR 100-1.100(3)(B); or
  • Change the licensee’s facility or warehouse location - 19 CSR 100-1.100(2)(D) and 19 CSR 100-1.100(3)(C).

Commencement Inspection Requests Dashboard

The Division of Cannabis Regulation’s (DCR) commencement inspection requests data dashboard can be found below. Data included in the dashboard is from Quarter 1 2023 through the current reporting period. DCR will update this information quarterly to reflect data from the previous quarter.

Per 19 CSR 100-1.030(3), licensees must seek and obtain DCR’s approval before they may:

  • Begin operations under a new license /certification or location;
  • Occupy or utilize new space for which the licensee has not previously received approval to operate, including vehicles;
  • Share space with another licensee;
  • Change the use of spaces;
  • Begin cultivating or manufacturing processes not already approved during a prior commencement inspection (Microbusiness wholesale licenses only).

Per 19 CSR 100-1.120, DCR created the Item Approval process that requires licensees to submit and receive DCR approval for all marijuana product designs, packaging designs, and label designs to DCR, before use. The Item Approval process is in place to ensure products and packaging are designed in a manner that protects public health.
